In recent years, German employment policy has undergone significant changes regarding the employment of citizens from third-countries.
Germany is currently experiencing a severe labor shortage, particularly in certain sectors, making any qualified worker more than welcome in all so-called “shortage occupations.”
Citizens of third-countries, such as India, Nepal, Pakistan, China, etc., can apply for a German visa at the German Embassy in Ljubljana if they meet certain requirements.

So, if you are a professional driver and a citizen of India, Nepal, or any other third-country state, have been employed in Slovenia for at least six months, hold a Code 95 certificate (proof of completed knowledge test for road freight transport) obtained in Slovenia, have been living in Slovenia for at least six months, and have found an employer in Germany, you can apply for a German visa as a professional driver at the German Embassy in Ljubljana.
The procedure is actually very straightforward. Since you already hold a Slovenian Code 95 or a Code 95 from another EU country, knowledge of the German language is not required to obtain the visa.
You only need to prove that you have been living in Slovenia for at least six months. Proof is provided by a certificate of previous temporary residence, which can be obtained at an administrative unit and must be officially translated into German.
A certified, sworn translation into German will also be required for the Code 95 certificate, driving license, and Code 95 card.
